The way i see it

  • Spam - Simple promotion of new websites that are unlikely to be interesting to many people on here. Repeated similar topics that we've already expressed no interest in, but that aren't really dupes (5 submissions in a row from the same musclegirl site, asking 20 people to marry you, repeatedly posting things like "BNette needs to get naked photos off her camera and onto the web"
  • NSFW - Pretty self explanatory
  • Obscene - Shows up as a voting option on NSFW threads (for things like 2girls1cup etc..)
  • Dupe - this exact same story (but possibly not url) has been posted recently
  • Illegal - Under US law
  • Broken - The url doesn't work or perhaps the url requires a login

I don't really mind people using their regular half-strength downvotes to express a disinterest in something, or even to game the queue a little, but we're going to look at ways of coming down hard on people who abuse the full strength ones.

No, the headline can be spammy too. Usually it's due to it being repeatedly shot down.

For a while someone submitted a bunch of political stories each day prefixed with "Despite having the lowest approval rating in history, congress..."

If it's not a story about congressional approval ratings, then that's without a doubt a spamming and misleading headline.
